Kitesurfing, wing foiling and foiling in Germany

Germany has two very different coasts: the North Sea with the Wadden Islands and big tides, and the Baltic with Fehmarn and Rügen, where tides hardly matter. On the North Sea you may only kite in the zones of the Befahrensverordnung, sometimes only around high or low water, and Windulu counts that window in its advice.
